Xolmatov Dilshod Sottorjonovich was born in Chust district, Namangan region. He graduated from Namangan State University in 2001. Since 2026, he has been serving as the Rector of the University of Business and Science.

He provides leadership in the areas of education quality, scientific research, and the development of external relations.
